The National Leadership Institutes provided an opportunity for Alliance for Response Steering Committee members to strengthen local networks and learn how to build more strategic partnerships with emergency managers. The first Institute was held at the Chemical Heritage Foundation in Philadelphia, PA on November 30, 2010 and the second at the Denver Public Library in Denver, CO on July 20, 2011.
